I created this File manager a few years back and have recently renamed and updated it. It used to be called Filester and I added a javascript WYSIWYG editor to it courtesy of FCKeditor.net. In it's old incarnation it has been downloaded thousands of times

FilezManager is written in ASP 3.0 and allows users to create and edit files and folders in their own user directory. Here are a couple screenshots of it Screen1 Screen2

Currently the file upload section doesn't work because I don't have full access to a server to test it.

Oh and its currently free. I may charge for it in the future but there is still much work to be done on it.
